Law No. 2025-1129 of 26 November 2025 simplifying planning and housing law (the “Huwart law”) — A special feature is devoted to reviewing the first three months of application of this simplification law, which entered into force at the end of 2025. The text pursues a twofold objective: making it easier to amend planning documents (streamlined procedures for amending local urban plans (PLU) and sectoral development guidelines (OAP), and securing municipal maps) and speeding up project review (adjustments to the deferred-decision regime and the planning certificate), while strengthening local authorities’ land-management tools. Several implementing decrees are expected during the first half of 2026, some of which will be published over the summer.
