European Commission, 17 July 2026: presentation of a proposal to revise the EU ETS/maritime ETS, with a targeted reduction of the applicable gross tonnage threshold to 400 GT for certain vessel categories (down from 5,000 GT currently) and an allocation of 110 million allowances (2028-2040) to support zero-emission fuels. ITLOS, Seabed Disputes Chamber, 18 July 2026: orders on provisional measures in the NORI and TOML v. ISA cases \u2014 prima facie jurisdiction upheld on the basis of Article 187(c) UNCLOS, plausibility of the right to be heard, real and imminent risk of irreparable harm; injunctions addressed to the ISA and the parties, compliance report expected by 31 August 2026.
