Decree No. 2025-1440 of 31 December 2025 (Official Journal No. 0001 of 1 January 2026), amending Decree No. 2008-680 of 9 July 2008: transfer of the non-energy mineral resources bureau from the DGALN to the DGEC — an organisational change reflecting the ongoing reshuffling of “maritime” responsibilities within central government. Entry into force, on 1 January 2026, of SOLAS, MARPOL and STCW amendments adopted by the IMO: obligation to report the loss of containers at sea (SOLAS V/31-32; MARPOL Protocol I, Art. V) and STCW amendments on preventing harassment and violence on board. Entry into application, for 2026 emissions, of the obligation to surrender 100% of EU ETS/maritime ETS allowances (up from 70% in 2025), pursuant to Directive (EU) 2023/959.
