The “Jeanbrun” scheme — Article 47 of Law No. 2026-103 of 19 February 2026 on the 2026 Finance Act — This new support scheme for new-build rental investment succeeds the Pinel scheme (which ended in late 2024), following a different logic: rather than a tax reduction calculated on the acquisition price, it grants the right to deduct an annual depreciation allowance of between 3.5% and 5.5% of the acquisition price, depending on the rent level applied. The scheme, applicable without zoning restrictions to acquisitions made between 21 February 2026 and 31 December 2028, requires a commitment to let the property unfurnished, as the tenant’s main residence, for a minimum period of nine years, at a capped rent. For construction and development professionals, this new framework is set to shape off-plan sale (VEFA) transactions intended for rental investment in the coming years.
