Practical implementation, from 25-27 July 2026, of the ability to resell seized oil cargoes created by the 21st sanctions package: competent authorities of Member States may now authorize the purchase, import and transfer of Russian oil seized or confiscated aboard boarded vessels. This development raises an unresolved question of international law: since EU sanctions remain unilateral restrictive measures not adopted under Chapter VII of the UN Charter, a seizure on the high seas without a basis recognized under general international law could engage the seizing State\u2019s international responsibility for a violation of freedom of navigation and the flag State\u2019s exclusive jurisdiction. 29 July 2026: the Joint War Committee/Lloyd\u2019s Market Association extends the Red Sea high-risk area along the Saudi coast to the vicinity of the port of Jizan, in response to continued Houthi attacks.
